How does C-Bus determine the group (key) dependency?

ie, two groups on a 5031NMML assigned to toggle on the same key block.
One group is on from a sensor already, the other is off.
The LED Assignment is ticked for the group that is already on from the sensor, yet the button switches the group that is off to on first.
I would expect the first button press to turn off the group that is on (as its tied to the LED indicator).

Experimenting here for logic configurations. Using a second block as a flag for different logical outcomes.

If the switch is set up as toggle (default On/Off) command every time button is pressed the groups will be set to the oppisite state. If switch is set to On groups would go to On state and the same for Off command all Off if you make the short press On and long press Off this would work however you will need to hold the button for 400ms to turn off groups
