Is it possible for CBUS to achieve this with dimming in the bathroom?

In the process of constructing a house, I've learned that in Canberra, there's a regulation stipulating that a bathroom without a window must have an exhaust fan activated simultaneously with the light. However, I desire the light to be dimmable. I'm seeking opinions on whether configuring the light and exhaust fan on separate channels, synchronized through programming, would meet the regulatory requirement of them turning on together. While I'm not seeking legal advice, I would greatly value opinions on the feasibility of this approach. From my perspective, the technology used to meet the requirement should not be a determining factor.

Just put the same group on a dimmer channel (for the light) and a relay channel (for the fan) . When the group turns to anything greater than 0% the relay will turn on.

Although I think the fumes should be stored and used as renewable energy.
