Can i make a custom wiser Template or Skin especially Climate Control Widget?
If yes, how can i make it??

No, it is not possible. All that you can do is to use a custom background image.

well, how about the .swf file.
Is it possible to edit the .swf file *example: hvac_widget.swf in the template folder with swf decompiler software?

I am not sure if it is possible, but it is certainly not a good idea. The operation of the C-Bus HVAC Application is extremely complex and it took a lot of work and testing to get it working correctly.
