On a PICED security page I have a "Exit Delay" state indicator and an "ARMED" state indicator. When the system is first armed, the Exit Delay indicator is set (as expected), and when the exit delay times out, the Exit Delay status is reset and the Armed status is set (also as expected). If, however, I disarm the panel during the exit delay, the Exit Delay status stays set ( until the next complete arm cycle)

My question is how are these statuses determined in PICED? By looking at the security protocol there is no exit delay ended status message so I assume PICED resets it internally when it receives an Armed state message. If so, should it not reset the Exit Delay state when it receives a disarm message also?

PICED resets the exit/entry delay flags:
    1. When a system arm is received
    2. When an alarm on/off is received
    3. When an arm failed is received
    4. When a fire/gas/other alarm is received
    5. When changing armed status

Yes it should. In this case, the panel is changing from "disarmed" (it doesn't arm until the exit delay is complete) to "disarmed" again. PICED treats this as nothing having happened.

I have put this in our system as #17630

Thanks for that. I've written some temporary logic to test if the panel doesn't go into arm mode after the exit delay and it's all working fine now.
