TICA 3.1.1 Released

    Hello all,

    TICA 3.1.1 has been released, and it can be found at the CIS Downloads page:

    http://www2.clipsal.com/cis/technical/downloads/tica

    Minor Fixes in TICA 3.1.1
    1. TICA menu bar now works in Windows Vista instead of causing unexpected exceptions.
    2. TICA help files now use Compiled HTML format, so they now load in Windows Vista, Windows 7, etc.
