Tica V2.4.0 Released

Major Additions

- 0010286: Add support for more country codes
- 0010284: Add support for "Answer Options" feature. (Optionaly allows for CBTI to answer calls on second dial in only)
- 0009871: Add support for C-Gate 2.6 (Shipping with Toolkit 1.6.0)

Major Fixes

- 0008894: Tica fails to run with certain audio codec installed
- 0008328: Exception when loading V1 project file

Minor Fixes

- 0008845: Enforce limit on length of Phrases that can be created. (Inline with firmware limitations).
