Toolkit Refresh

    Toolkit refresh not loading a new file.
    With Toolkit open on a project, I move units across networks and create a new Xml which is saved in the Tag folder - better you not know how.
    Anyhow when I use the Refresh option Toolkit still shows the old data.
    If I exit and restart Toolkit it now shows the updated data.
