Quick question, are you transfering the project via the Wiser's local network (ie: LAN side) or the WAN side. My first guess as to what could be happening is that, remote project upload is disabled. If on the other hand, it is happening on the LAN side, I'd recommend checking the following things:
    Wiser IP address on unit
Wiser IP address in the project
    PC IP address

It is also worth checking if you are using the Wiser in LAN mode (allow access from LAN) in PICED in which case, the PC's IP has to be on the same subnet as the Wiser unless you've enabled remote upload in order to transfer the project. These are my typical checklist items.

    Hi D.I

I think Jaya is correct in his comments. The configuration of the network will determine whether a wiser can be 'discovered'.

An option for you is to put the Wiser's IP address in the 'Wiser IP Address' field of the 'Options 2' page of the 'Project Details Wizard' in PICED. When the project is transferred to the Wiser, the transfer utility will start with this address in the 'Fixed IP' address field. This will skip the discovery step and will work across multiple networks.

    Regards,
